I surgeon L. M. Willis, 74th US colored
infantry having tendered his resignation, based on surgeons certificate of
disability is honorably discharged the military services of the United States,
with condition that he shall receive no final payments until he has satisfied
the pay department that he is not indebted to the government. By command of
